vnp Incoherent Month Average Power Spectra

Incoherent averages of the vmp products are made as each new month power spectrum product is produced. The vmp products have their respective window functions vmw deconvolved from them, and then the average power spectrum vnp is created. The vnp products are floored to 1.0e-6 to ensure positivity after the deconvolution.
